East Herts Council Air Quality Action Plan Consultation
/in News /by ClerkEast Herts Council has now started a six-week consultation on its proposed Air Quality Action Plan (AQAP) in fulfilment of its obligations to meet air quality objective limits under Part IV of the Environment Act 1995 and to meet the requirements of the Local Air Quality Management (LAQM) statutory process.
The new AQAP for East Herts covers the period between 2024 and 2029 with the aim of improving air quality and reducing residents’ exposure to air pollution and outlining plans to effectively tackle air quality issues that are within the council’s control. The district council cannot achieve this alone and will rely on key stakeholders to achieve positive change.
If you are a group or individual with an interest in air quality, you may wish to be involved with the consultation.

East Herts launches ‘Thriving Together’ to boost health and wellbeing
/in News /by ClerkEast Herts Council has launched ‘Thriving Together’, a draft plan for how it will work with residents and community groups to tackle critical issues such as isolation and loneliness, and help people feel better connected and able to enjoy activities that boost their health and wellbeing.
The council now wants to hear from residents, community organisations and partners to identify the priorities to enable the council and local people to work together to shape the future of the district’s health and wellbeing. NOTICE is given that the Hertfordshire County Council intends to make an Order under Section 14(1) of the Road Traffic Regulation Act 1984, to prohibit all vehicular traffic from using that length of Warren Lane, Cottered from its junction with B1037 (unnamed road) south eastwards and south westwards for a distance of approximately 527m (“the Road”), except for access.
There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works.
The Order is needed because tree cutting and utility service works are proposed to be executed on or near the Road.
If the Order is made, it shall come into force on 20 October 2023 for a period of up to 18 months. However, the restrictions specified shall only take effect at the times indicated by signs on or near the Road.
A copy of the proposed Order may be inspected free of charge at County Hall, Hertford between the hours of 9.00am and 5.00pm (excluding weekends, bank and public holidays).

New Clerk and Responsible Financial Officer
/in News /by ClerkCottered and Throcking Parish Council have been carrying out a recruitment process over the last six weeks to secure a new Clerk and Responsible Financial Officer (RFO) to the Council due to the resignation of the current Clerk and RFO Denise Anderson.
The vacancy was advertised via the Cottered Village Facebook page, Parish noticeboards, Cottered and Throcking Parish Council website, Hertfordshire Association of Parish and Town Councils (HAPTC) weekly email bulletin and vacancies page of their website. In addition all local Parish Council Clerks were emailed and advised of the vacancy.
Two interested candidates came forward and Sarah Kubica pursued the application and was felt to be a suitable candidate. After an interview, her acceptance of the role and an Extraordinary Parish Council meeting on 27th July 2023 to formally appoint a new Clerk & RFO Sarah will start on 1st August 2023.
The Council acknowledges that the current Cottered and Throcking News carries an advertisment for the vacancy, which has now been filled as it was important for the Council to endeavour to secure a new Clerk before the end of the notice period of the outgoing Clerk.
